This measure is part of Measures of Success Program (MOS). MOS is a client-centered approach to demonstrate the County's progress in meeting client needs. Selected measures are representative of County department’s core business and operations. The Controller-Treasurer Department records the County's bond rating for all debt issuances.

The Facilities and Fleet Department seeks to increase the number of green vehicles in the County fleet to minimize greenhouse gas emissions and the County’s carbon footprint. Greening of the fleet demonstrates customer value in that both County staff and the public will recognize the County’s commitment to being less dependent on fossil fuels. Measured on a per vehicle basis, the department collects and analyzes data via the Fleet Management System.

The Department of Parks and Recreation seeks to increase access to and use of regional parks through opening areas not yet accessible, making strategic investments in new or enhanced visitor-serving facilities, and building out the regional trail system. Preserving and protecting land and natural resources is an important component of the Department's mission. The Department’s existing geographic information system data will be used to track total acres of parklands open to public use open to public use on an annual basis.

Technology Services and Solutions is tasked with selecting measures that are representative of their core business.

The Privacy Office seeks to promote and coordinate enterprise privacy initiatives across the County and strives to balance our growing need to share information with our responsibility to protect it, while elevating the County’s privacy posture.

In Fiscal Year 2020-2021, the Privacy Office intends to acquire the tools and resources necessary to build a baseline of privacy risks, identifying the most prevalent and high-risk areas to focus our efforts.  With a baseline established, in future fiscal years, the Privacy Office will identify and deploy targeted remediation activities to determine the measure of success in reducing privacy risks.

Every three years Santa Clara Library Districts conducts a patron survey. The survey was conducted the summer of 2019. It contained questions to collect data regarding the importance and usage of services, collection satisfaction, and the preferences of library users. This measure reflects survey respondents satisfied with the availability of library material at county libraries.
Additional Notes: The 2022 Patron Survey has been postponed due to the COVID pandemic. The survey will resume after at least one year of offering of full services.

In November 2020, the Probation Department administered its first client experience survey at the James Ranch. The survey covered the following operational areas:
•Orientation and admission
•James Ranch policies and procedures
•Facility cleanliness
•Youths’ perceived safety and comfort
Each survey is administered semi-annually on a rotating basis to all youth at the James Ranch. The 2020 survey results served as the baseline data. These surveys are quite comprehensive and as a result, only a handful of key indicators are reported below. However, all indicators are used by the Department for quality improvement internally.

Measures of Success (MOS) was developed as a client centered approach to demonstrate the County's progress in meeting client needs and to learn how to continuously address those needs. Departments are tasked with selecting measures that are representative of their core business. The definition of measures of success is an ongoing effort and may change over time through reassessment and the changing needs of the client.

The Department of Planning and Development collects and records the time it takes to process planning land use entitlements/permit and building/grading permits (entitlements) from the date of application to approval, to issuance.

The County Clerk-Recorder records the time (days) to verify real estate recorded documents. The County Clerk-Recorder focuses on improving the verification time for real estate recorded documents. The goal is to reduce the time to verify the index. Although the documents are indexed within two business days, a verification of the index is performed to ensure its accuracy, because the index leads to the document.
