The County Registrar of Voters measures the use and effectiveness of alternative voting options designed to encourage voter participation by making the process of casting a ballot more convenient, from ballot drop-off sites to Vote Centers (formerly known as Polling Places) to paid postage on mail ballots.

Measures of Success (MOS) was developed as a client centered approach to demonstrate the County's progress in meeting client needs and to learn how to continuously address those needs. Departments are tasked with selecting measures that are representative of their core business. The definition of measures of success is an ongoing effort and may change over time through reassessment and the changing needs of the client.

In an effort to reduce the population of homeless pets entering local animal shelters, the Department of Agriculture and Environmental Management aims to increase the accessibility of affordable spay/neuter services for both owned and homeless pets in the county. The Department generates and reports the numbers of surgeries performed by County staff to determine the percent change from the prior year.

The total travel time measure illustrates the performance of the expressway system in moving traffic. The County invests in the expressway system through its Capital Improvement Program. Generally, capital investments in the expressway are either designed to improve safety for users and/or improve carrying capacity. County Roads records the sum of all travel time on all eight county expressways (in both directions) and total number of vehicle trips per day on expressways.

County 9-1-1 Communications continues to exceed the State’s mandated response time by answering better than 95% of 9-1-1 calls in 15 seconds or less. While the mandated response times are being exceeded, County 9-1-1 Communications strives to increase the percentage of calls answered within 15 seconds to better serve the public and first responders. Call answer times are measured using data from California’s 9-1-1 Emergency Call Tracking System (ECaTS).

The County Clerk-Recorder records the time (days) to verify real estate recorded documents. The County Clerk-Recorder focuses on improving the verification time for real estate recorded documents. The goal is to reduce the time to verify the index. Although the documents are indexed within two business days, a verification of the index is performed to ensure its accuracy, because the index leads to the document.

Valley Health Plan (VHP) records and collects the vacancy and retention rate of its staff to as part of its resources improvement, recruitment, and retention goals.

Procurement records the number of competitively awarded contracts (Goods and Related Services, Vizient Contracts, and Service Agreements).

Additional Notes: In FY2021, 37 Service Agreements were awarded as Single Source, 2 were awarded as Sole Source, 21 were approved but exempt due to contracting with other inter-governmental agencies, and 2 were approved based on the Board of Supervisors’ (Board) vendor selection and Budget Inventory Item.

The Social Services Agency's Department of Employment and Benefit Services records the number of individuals enrolled in Medi-Cal and restaurant meal programs.

The Registrar of Voters measures the extent to which voting assistance and informational materials are available and used in multiple languages and accessible formats. Quantitative data about the availability of Election Officers capable of providing multilingual assistance is a gauge indicating availability of language services and translated materials in Vote Centers (formerly known as Polling Places) and other locations where voters received the Department's services.
